    سید سپهر قاضی نوری دارای دکترای مهندسی صنایع و عضو هیأت علمی دانشگاه تربیت مدرس است که در دوره دکترای سیاستگذاری علم و فناوری تدریس می‌کند. وی موسس و سردبیر فصلنامه علمی-پژوهشی سیاست علم و فناوری است و بیش از 20 کتاب، 100مقاله ISI و صدها مقاله فارسی در مجلات و کنفرانس‌های علمی حاصل بخشی از فعالیت‌های او در این حوزه است. معتبرترین آثار وی کتاب علم و نوآوری در ایران:چالشها و پیشرفت‌ها است که توسط انتشارات معروف پالگراو مک میلان در آمریکا منتشر شده است. علاوه بر این، کتاب مقدمه‌ای بر سیاسگذاری علم، فناوری و نوآوری به عنوان مرجع دوره دکترای این رشته در دانشگاه های کشور تدریس می شود. هم‌چنین وی تاکنون در تدوین بسیاری از قوانین و اسناد سیاستی حوزه فناوری و نوآوری مشارکت داشته است و دستی نیز در تدوین مقالات اجتماعی در وب‌سایت‌ها و خبرگزاری ها دارد.

    Despite the growing trend of networking approaches in policymaking, the concept of collaborative policy networks (CPNs) and, in particular, the identification of their characteristics, remain a serious research vacuum. Thus, the main purpose of this study is to provide a model for identifying the characteristics of CPNs. For this purpose, the science and technology policy network in Iran was studied on a case-by-case basis.     PurposeBig Data (BD) is not only a quintessential part of many economic activities but also has evolved into a veritable business ecosystem. However, most Big Data ecosystem (BDE) models have a technical, bottom-up focus and mostly lack the capability for a broad socioeconomic analysis. This paper identifies the Millennium Ecosystem Assessment (MA) as a useful, operational framework and uses a metaphorical analogy to adapt it for the BDE.
